Federal inmate only gets 18 months for methamphetamine possession in prison

Schuylkill in Pennsylvania federal prison caught this inmate with actual methamphetamine, and he only got 18 months added to his sentence, which is a very very late sentence for methamphetamine. But my question is what about the officer that smuggled into him? Also, if this inmate was filing grievances, there is a strong possibility that these are not even his drugs, and they were simply planted on him by the officers. His former conviction was for cocaine Smuggling, so the judge is definitely going to take. The officers were no matter what.
