Massachusetts governor hangs on to phone bill for inmates

The bill was supposed to be signed for free phone calls to family from prisoners. But he has asked for a delay until at least December 1 to figure out how to possibly do this. And local sheriffs are very grateful for the wait. They are concerned that inmates will want to talk to their family too much. This is honestly pathetic beyond imagine.
