Mayor of Sacramento tours, Norwegian prison

Norway stands out for having the best prisons in the world. We really want to honor and congratulate the mayor of Sacramento for trying to also create the best Saint Quentin in the world modeled after Norway's prison system. I think this is the most encouraging thing I have heard all day. My hat goes off to the mayor of Sacramento.
