Minnesota BOP is about to open up a tattoo parlor

The thoughts behind this is that it could be done safely without the risks of blood-borne pathogens. Just incarcerating somebody with hepatitis see cost the state an extra 25,000 a year. So they feel like the tattoo shop is a win-win. This prison is Stillwater.
