South Carolina still the only state talking about the dangers of contraband cell phones

The feds know that one and five inmates have a cell phone, including the sex offenders. They know that the cartels are continuing to exist and function with the cell phones, and they know that there is major credit card fraud, and every other type of crime, including sexual predators, reaching out to little kids on these phones. It is an embarrassment to the feds. South Carolina so far is the only one talking about it but it's far more prevalent in the federal prison system.
