Terrible vengeful attitude

Are the courts merely satisfying peoples unquenchable needs for revenge? Surely this woman murdered her daughter and it was a terrible thing, but the vengeful attitude that the mother has is nothing of forgiveness in the least. I think many times the courts are simply used as a weapon to promote vengeance.
