The first step act helped, but thousands in prison with injust sentences

The first step back applies to some and doesn't apply to others. This always creates a very volatile situation as the ones that don't apply for it feel heartbroken and angry. They shouldn't discriminate against some crimes, but they should treat everything under the first step act, no matter what it is.
